controller input does not work on entering/exiting

someone help ive done all requirements nearly 10 times over and I keep falling through the map
when i first go into the location where the yellow circle is at, to enter the building my character start fallin in the air... do i need enable interiros?

franklin keep falling to the ground and then stands up when i go near the location and while doing mission this happens multiple times and he also can't sprint any solution
