That light bar was made by Lt Caine. It's his Code 3 MX-7000 made back in GTA 4.

@Lundy Might want to check the one on the landstalker out, its entirely different and is made 100% from the vanilla bar. Stanier screenshots are outdated at this point.

What does County Police so exactly? I've never heard the term, and after digging around I have found nothing on what County Police is or what they do.
Take the Las Vegas Metro Police Department for example, It's an combine of both county and city agencies, the LVMPD replace the Clark County Sheriff Department as the Primary County Law Enforcement.
