first, there appear to be two files missing that you mentioned.
pedpersonality.ymt and loadouts.meta
I don't know how much that changes things but the way it was when I tried was not good.
keystone cops driving in circles and crashing into each other and I know that's kind of "normal" in GTA, but this was really bad.
NOT putting it down, just thing something is missing from the download.
AI racers are REALLY bad with this handling!!
found a small error in the carvariation file, at the bottom, change the kit name to <Item>0_default_modkit</Item>

would be nice to see some hood and exhaust options in the future.
think Fayette built that car, Enzo's son Dino died designing the car. what I've read, it only had the Ferrari name on the door jam, everything else said Fayette. still LOVE it!!
@keirona love the Dino GT only seen one in my life and it was baby blue, driving down a dirt road here in Massachusetts.
@baba0rum I gave all the pics to the guy who bought it unfortunately, it was all original, white with white interior and a black cobra skin top. I drive a 51 Ford Custom Deluxe club coupe and was happy to sell the Thunderchicken so I could put mine in the garage! the T-bird is in the background in this video if my 51

@baba0rum I just sold a 1964 T-Bird with a 390 FE last summer. it was my dads car but he died..he never liked it anyways.
