@Chip Sorry I didn't reply after like 20 days. I haven't been playing ta so my bad but let me know when you wanna play.
@RealDeathpanda You can use mods but other players wont see some of the mods. Mods that require a change in the games files like this: https://www.gta5-mods.com/vehicles/dragster-add-on
This mod for example wont show up if the other players dont have it installed. If you have a Trainer installed that should work but so far I only tested Menyoo.
@kukupie how can you play online multiplayer offline? I'm pretty sure LAN will work but not so sure about hotspot.

This is the fix @chip posted here and it worked for me.
@oASSASSINo It is similar because you can play with your friends but that is about it. No special missions or stiff like that from Rockstar. Also I cant say for sure about the cracked version but why not just buy the game and support Rockstar for such an awesome game.

Well I do Have some experience in programming. Any ideas on which way I should go to get started for the mod? Also I didn't quite get the last part of your comment lol
@Chip I think my friend was saying he could see me and then he couldn't. I'm not sure about him seeing 2 of me. I'm assuming it was lag probably. Well I hope the devs find out a fix because this mod has a lot of potential just like the JC2 mod did when it was first announced and similar to the JC3MP mod. I wish I was a computer genius and could just figure this out myself :(

@Arti92 If the owner of the server Shuts down their computer, the server will go away from the server browser.
