Do you have to complete the game to unlock the "Black Driving Suit" because i currently can't find it in Trevor's wardrobe?

@Verseh My PC is about equal if not a little more powerful than yours is depending specific card optimizations. I'll post my specs below:
Processor: Intel Core i5-4670K Quad-Core
Graphics Card: Sapphire AMD Radeon R9 270
RAM: Corsair Vengance 2x4GB (8GB) 1600
