@gamerman7364 If using notepad++, press ctrl+f and a find box will appear. Type AmbientPedsMultiplier_Base into the "find what" and press "find next". Repeat all lines of inquire to increase or decrease in-game population.
@deceasedbrain the radarblip part in the gameconfig wasn’t being read by the game. There are certain sections of the gameconfig that get read by the game and some that don’t get read by the game.
@ArthurF2023 Again, I go back to what I said previously, unless there is a mod somewhere out there in the wild, only Rockstar Games can and probably won't change this, unless they implement something that requires them to increase it. Since the game is near it's first decade since launch (at least for the pc edition), I can't see Rockstar Games changing this anytime soon or at all.
@Kinv1 Be sure to drag the xml file or oiv package file to somewhere on your device as, simply dragging and dropping either the xml or oiv file directly from the zip archive won’t work.

@kristinu Have you made sure to download all files listed under "MUST HAVE REQUIREMENTS"? as cutscenes on my game work just fine.
