I look forward to playing with this, I have been looking for a thorough execution of this concept for some time now, so thank you in advance.
I think it would be a cool addition to add cars with liveries that change what they would be used for, like the lifeguard paint for the Canis Freecrawler and the two taxi liveries (complete with on/off duty light), I'm sure there's a couple more I can't think of.

I was about to say it would be cool to modify the Phantom Wedge in the Bunker or Arena Workshop, because it really would be, you can't give it the basic upgrades you can give even a rusted out car.
But, then I remembered you would need a mod to add those locations to singleplayer haha.
It's disappointing when Rockstar skip over tuning on some vehicles but it's very frustrating when they exist in game but can't be used.
Like custom tires, painted stock wheels and respray on vehicles that can spawn indifferent colours but can't be tuned.
And engine, armour, horn, brakes for everything.
I arrived here looking for emergency lights on the Lifeguard Canis Freecrawler and was not disappointed.
I know it's silly but, with this mod they have jetskis in addition to the quadbike, have you considered the Blazer Aqua?
