@thatonemoddingguy Didn't work and I installed the OIV file through Open IV I also tried to use skin changer but that doesn't even have an option to change to a topless torso so that is inaccurate and incorrect.

Can't extract the .rar you provided. Also the .OIV package installer doesnt detects your archive. When I open this .rar it pops up a error windows saying it's not a .rar archive or it's damage. How to install if it's not an .oiv and Open IV doesn't recognizes it??

This does not install correctly because there is no such thing as mppatchday4ng inside the dlcpacks folder.

update the assembly.xml
<archive path="update\x64\dlcpacks\patchday4ng\dlc.rpf" createIfNotExist="True" type="RPF7">
This is the correct path.
