@GonzaBr @TheBeastFeast Jackpot! I solved this issue by doing this:
1. Install both files provided to (mods\)update\x64\Dlcpacks\patchday3ng\dlc.rpf\x64\levels\gta5\vehicles.rpf
2. Go into the sheriff2.ytd and export the texture called sheriff2 (the one that was black and white).
3. Go into sheriff2+hi.ytd. There should be this black and white texture again. Replace it with the one you exported in step 2.
4. Go to (mods\)x64e.fpf\levels\gta5\vehicles.rpf
5. Put the sheriff2.ytd provided with this mod into this vehicles.rpf (I DON'T KNOW IF THIS IS NECESSARY)

Hello, i got one question: how do you get the templates of the park ranger? i want to make my own car but if i go with open iv and export the file, i got no template in it .. i dont know where the roof is and where the the side is... btw nice mod ;)
@TheBeastFeast How did you install the Granger? I put it into both of the vehicles.rpfs (x64e and patchday3ng). In OpenIV's model viewer, the car is displayed correctly but when I spawn it in-game, it's still black & white. :c

Any chance you could look at the towtruck and give it a "restored" look? Without the rust and bulletholes and stuff? If you could do that, that'd be real awesome! Then we can finally have a decent towtruck!

@KnifeCutter Well thats the thing, there is NO template, it doesn't really show you where the things go, you really just have to go and look at it and see where those things show up, and thats where you start editing, trial and error,
and to anyone out there that knows of a template, i mean by all means please do tell the world. lol.

i only had one problem making the hole entire skin... the stainer line doesnt meet up in the front real good yet :(
