There are 2 types of riot trucks in this file, one is based on the London Met's water cannon, the other is based on other parts of UK.
I tried to allow multiple liveries to be used both in the vehicles.meta and caravariations.meta so that both textures can be used at the same time but it's been 2 hours and I still can't get it to work so I gave up, you still have to install the caravariations file tho, otherwise the texture will look weird.

Replace rcv_lights.png & riot2_sign_1.png in GTAV Root Folder/(Mods)/update/x64/dlcpacks/[latest patchday]
/dlc.rpf/x64/levels/gta5/vehicles.rpf/[whatever slot the car is in.ytd]
Replace riot2_sign_1.png in the +hi.ytd file as well.
Place xxx.xml in GTAV Root Folder/ELS/pack_default
Replace the riot2 in GTAV Root Folder/(Mods)/update/x64/dlcpacks/mpchristmas2017/dlc.rpf/common/data/caravariations.meta with the one provided
