To install this Livery to the 2020ss Camaro
Open mods/update/x64/dlcpacks/2020ss/dlc.rpf/x64/vehicles.rpf/ In openIV
(note you have to be in edit mode in openIV)
Then click the ytd under texture dictionary and replace a livery with this Livery the liverys in the ytd are called something like "2020ss_sign_3"

Got it to work with "ss_sign_1". One thing I gotta ask though - I'm new in adding liveries and I'm a bit confused by the fact that some cars have the "Livery" option in Menyoo while some don't; like the Camaro SS required for this livery don't have the livery option.
My question is, once I add the livery for cars like the Camaro SS that don't have the livery option, am I stuck with it unless I change/reset it manually from the OIV? Or am I missing something here?

@sc4recr0w I am also pretty new at adding and making livery's and I don't really know the answer of why some cars have the livery and some don't. And In testing I kinda rushed it a bit and overlooked that because my openIV had been being really glitchy so I assumed I installed something wrong. I don't think ur really missing something I can look at it and see if there is any way to kinda fix that issue a bit. Sorry for that I am a bit new, and Sorry for a little late response I have been pretty busy lately.
