2: Go to Grand Theft Auto V\mods\x64\audio\sfx\PROLOGUE.rpf\
3: Turn on edit mode
4: Replace td_loading_music.awc with the new one provided
5: Done!

with ragepluginhook you can set custom loadingbackgrounds

It's an OAC file, OpenIV doesn't support it. You might want to change the format for people to be able to use it.
