Heyho,
I´ve got a small Los Santos Police to LAPD transformation pack for the Vespucci Police Dept. in the venice area for you.
Installation:
1. Open OpenIV and enable edit mode.
2. Go to C:\Games\Grand Theft Auto V\mods\x64m.rpf\levels\gta5\_cityw\venice_01\vb_04.rpf\
and replace the vb_04.rpf folder.
Update: just add the vb_04_grnd.ydr file in the vb_04.rpf folder
to get the santa monica police department signs
3. Enjoy it.
It´s highly recommended to backup your files before doing any changes.

can you do all the police and fire stations?
@Quakex64 Hey, I tried in the past to change for example the station in "Vinewood", but with freeware you can´t change this station to 100%. I don´t want to pay money for the changes. But I want to check all other stations in the future. Greetings : o ).

@Starfox1993 Hey, I just had a look and tried to change it, but unfortunately I can't open or change the logo with my programs. The problem I have especially with large buildings is that I can not open or change them. Otherwise I would have already changed so much more. Do you have anything else you would like to have changed?

@Starfox1993 so, i looked at it and tried it out. i can open the file, but i would have to create a new 3d logo to insert the chili's emblem properly. i don't have the software for that at the moment. if it was done with a "simple "paintjob, i would have done the modification directly, but that's a bit more complicated. But in the future i also plan to do such modifications. Sorry that I could not help for now and nice greetings.

The station itself is based on the Santa Monica Public Safety Building, which serves a police station for the Santa Monica Police Department, and as administrative headquarters for the Santa Monica Fire Department. You should check it out.

The mod is great, well done, but I've tried three times and even after modifying the files, some of the logos don't change. Maybe you need to make changes elsewhere.

@gtav-fan hey, thanks for the nice response ; o ). search for the files in openiv or codewalker. it can be that they are also in another folder like the rca (real california architecture mod) folder etc. sometimes also in mpheist or somewhere else. gta loads then often these files and not the primary files.
