Had problems loading this intially where it didn't show a marker or have a purple glowy bit to go in through but it worked once I installed https://www.gta5-mods.com/scripts/map-editor, unsure if it's something where having native ui 1.9 in the main folder and whatever version is packaged in map editor in scripts fixed it or if something else map editor has fixed it but yeah

With the disable ini is true or false disabled?
The folder names could imply either with all being all enabled or all disabled same for none
